The following news release is issued jointly by the Dufferin-Peel Catholic District School Board and the Ontario English Catholic Teachers Association – Dufferin-Peel Elementary Unit (OECTA-DPEU)

DPCDSB and OECTA Elementary Teachers reach tentative local collective agreement


The Dufferin-Peel Catholic District School Board and the Ontario English Catholic Teachers Association – Dufferin-Peel OECTA Elementary Unit have reached a tentative local Collective Agreement, pending ratification by both parties. Local negotiations and the ratification process are governed by the new two tiered bargaining structure outlined in the School Boards Collective Bargaining Act, 2014.

The three-year agreement, September 1, 2014 to August 31, 2017 is in accordance with the ratified terms of the central agreement “Memorandum of Settlement between OECTA AND OCSTA, and as agreed to by the Crown, dated August 25, 2015.”

The Dufferin-Peel OECTA Unit represents 3,056 elementary school teachers.

The Dufferin-Peel Catholic District School Board is one of the largest school boards in Ontario with approximately 83,000 students in 149 schools located throughout Mississauga, Brampton, Caledon and Orangeville. The board is also one of the largest employers in the region with approximately 11,000 employees.

Mario Pascucci acclaimed chair of Dufferin-Peel Catholic District School Board
Thomas Thomas, Mississauga Ward 5 trustee, elected vice chair


At the Organizational meeting of the Dufferin-Peel Catholic District School Board held Tuesday, December 1, Mario Pascucci, trustee for Mississauga Wards 1 & 3, was acclaimed chair of the 11-member board. During his 32 years as a trustee, Mr. Pascucci has served in various leadership capacities, including five previous terms as chair of the board. He has also served as chair of the Board’s Administration and Finance Committee, Audit, and Faith and Program Committees.

Thomas Thomas, trustee for Mississauga Ward 5, was elected vice-chair. Mr. Thomas has also served in various leadership capacities during his 11 years on the board.

“I am humbled to be chosen as chair by my fellow trustees,” said Mario Pascucci. “I will do my best to represent this board and the community we serve. We have an awesome responsibility, both individually and collectively, and we look forward to continuing to spread the good news of Catholic education in Dufferin-Peel wherever we go.”

The meeting opened with the annual address to the board by Director of Education, John B. Kostoff, who recognized and thanked system partners, including employee groups, trustees and staff at all levels for their commitment and dedication to Catholic education. Director Kostoff outlined another successful year for the board, recounting a list of achievements and accomplishments.

John Kostoff, who is retiring in January, referenced the words of Pope Francis, who declared the Jubilee Year of Mercy beginning on December 8, “Let us seek and grant forgiveness to all who come to our door.” He added, “I can only image the impact this statement and the coming year will have on our students. Let us all, whatever our role, continue our mission in the tradition of our faith, to educate, guide and support all who come through our doors.”

Catholic board saddened by death of its first director of education

Catholic board saddened by death of its first director of education, Joe Hugel


The Dufferin-Peel Catholic District School Board is saddened to learn of the death of Joseph (Joe) Hugel, its first director of education. Mr. Hugel led the board from its formation as the Dufferin-Peel Roman Catholic Separate School Board in 1968, through to 1982. Upon his retirement, he was elected trustee and served from 1982-1985. Mr. Hugel passed away on November 21.

During his first year as director, the board consisted of 8,000 students, 27 schools and had an operating budget of $5 million. The board had been formed in 1968 through the amalgamation of eight small local Catholic school boards. Mr. Hugel came from one of these boards, the Mississauga Catholic School Board.

“Joe Hugel will be remembered as a giant in the history of Dufferin-Peel,” said John B. Kostoff, director of education. “He was instrumental in overseeing the birth and extraordinary growth of the board during his years as director. He will be remembered as a strong advocate for Catholic education, an extraordinarily kind and compassionate man, and a gift to Dufferin-Peel.”

“Joe Hugel was one of those rare individuals whose commitment to Catholic education leadership included service as both staff and trustee,” said Mario Pascucci, board chair. “I was blessed to have served with Joe back when I was first elected to the board. He will be missed.”

In 2009, Mr. Hugel, along with former William G. Davis, received the Dufferin-Peel Catholic District School Board’s inaugural Catholic Award of Merit for his contribution to Catholic education in Dufferin-Peel.

To honour Joe Hugel, flags at all Dufferin-Peel schools and facilities are being flown at half-staff.

2014-15 EQAO Results

EQAO results indicate Dufferin-Peel students continue to demonstrate high achievement in literacy


Results of the recently released 2014-2015 Education Quality and Accountability Office (EQAO) assessments indicate that high proportions of Dufferin-Peel students continue to meet, or exceed the provincial standard (Levels 3 or 4) in Grades 3 and 6 reading and writing. Results in both Grades 3 and 6 literacy assessments have remained relatively consistent over the last five years (spring 2011 through spring 2015).

Similar to the province-wide trend, primary mathematics achievement in Dufferin-Peel has decreased slightly. While more than half of its Grade 6 students have met or exceeded the provincial standard in junior mathematics, the board continues to dedicate a wide range of supports to schools to focus on improving learning in this key subject area for all students.

“We strive to foster a culture of excellence among students and staff at Dufferin-Peel,” said John B. Kostoff, director of education. “While results may, inexplicably, be slightly up or down in any given year, it is important to look at the results over time. In this context, we continue to exhibit an upward trend in achievement.”

“As trustees, we are committed to allocating resources and supports to ensure that our students are put in the best position possible to succeed,” said Mario Pascucci, chair of the board. “It is important to trustees, as well, that these resources and supports are aligned with the Ontario Catholic School Graduate Expectations.”

The EQAO assessments provide an indication of each student’s achievement in reading, writing and mathematics. The spring 2014 assessment results for elementary students report on these three subject areas at both the primary and junior levels of study. Grade 3 students participate in the primary assessments and Grade 6 students complete the junior assessments.

The results for Dufferin-Peel students in all six elementary EQAO assessments in 2014-2015 are presented below. Please note that, due to labour concerns in the English public system, no provincial data are available for 2014-2015.

The board will further analyze the EQAO results to provide support to schools, students and parents/guardians to ensure that more students continue to improve in all assessment areas. Each school has its own plan, which is reviewed on a regular basis in light of a variety of data to improve student well-being and achievement. School plans include strategies to assist all students, including intervention and reinforcement for students who did not achieve the provincial standard.

“EQAO assessments are but one of the tools we use to gauge student achievement,” said Sheila McWatters, Associate Director of Instructional Services, “We will continue to work strategically and prudently to improve in all subject areas.”

Appointment of Director of Education

Trustees select Marianne Mazzorato as new director of the Dufferin-Peel Catholic District School Board


The Dufferin-Peel Catholic District School Board is pleased to announce the appointment of Marianne Mazzorato as director designate of education and secretary to the board.

Ms. Mazzorato will serve as director designate effective November 16, 2015 until January 15, 2016 when she succeeds John B. Kostoff, who will retire after eight years as director.

Ms. Mazzorato holds degrees from University of Guelph (Bachelor of Applied Science), University of Toronto (Bachelor of Education), and Brock University (Master of Education). She is a currently a doctoral candidate at University of Toronto OISE.

Marianne Mazzorato began her career at Dufferin-Peel in 1983. During her 32 years as an educator, she has served as Elementary Teacher, Vice-Principal, Principal, Superintendent of Schools, Superintendent of Program and, for the past two years, as Superintendent of Early Years, Community Partnerships/Relations. From 2011-2013, she was seconded to the Education Quality and Assessment Office (EQAO) as Chief Assessment Officer.

“Marianne Mazzorato brings a wealth of Catholic leadership experience to the director’s post,” said Mario Pascucci, board chair. “The selection process was wholly designed and managed by the Board of Trustees,” said Pascucci, who added, “It was a difficult process, but we believe Ms. Mazzorato is the person to lead us through the coming years. We look forward to working with her as head of our senior management team.”

“The appointment of Marianne Mazzorato represents a bold new direction for the Dufferin-Peel board,” said John B. Kostoff, director of education. “She brings new ideas and vision to one of the largest and most diverse Catholic school boards in this province.”

“I look forward to working with a very strong senior administration team, in conjunction with the board of trustees,” said Marianne Mazzorato. “We must strive to continue the great work being carried out in our schools in terms of increasing student achievement and well-being as we continue the tradition of excellence in Catholic education that has been the hallmark of this board.”

Kindergarten Entry Planning Information Session

Dufferin-Peel hosts parent evening to support the transition of children with differing abilities into Kindergarten

On Tuesday, January 12, the Dufferin-Peel Catholic District School Board’s Special Education and Support Services Department will host a Kindergarten entry planning information session for parents and guardians of children with differing abilities which affect their learning, such as vision, hearing, speech, autism, physical/medical and/or developmental delays in the cognitive and/or motor areas, who are entering Kindergarten in September 2016. Extended French - Information Meetings

Dufferin-Peel Catholic District School Board to Hold Public Information Meetings for 2016-17 Extended French Program


The Dufferin-Peel Catholic District School Board will hold a series of public information meetings in Mississauga, Brampton, Bolton and Orangeville for parents and guardians interested in enrolling their children in the board’s Extended French program for the 2016-2017 school year. The information sessions are intended to provide parents and guardians with an overview of our Extended French program, the criteria for admittance, and changes that can be expected from the regular program. The sessions are scheduled for January 12, 13 and 14, 2016. A schedule of dates and locations is posted on the board website.

The Extended French program starts in Grade 5. In the program, 50% of the total instruction is in French. The program includes studies in French language arts, social studies, science, and one of either: visual arts, music, drama or physical education. The program leads into Extended French at the secondary school level, where French language arts, geography, history and world religions are offered.

Students in the Extended French program usually attain a mid-range level of competency in the language.  This means that after at least 2,670 hours of French instruction during his/her school career, the student should be able to read newspapers and books, with the occasional help of a dictionary, as well as watch and understand radio and television news and other programs. The student should also be able to participate adequately in conversation, demonstrate knowledge of the culture, society, customs, economy, government and institutions of a French-speaking community and, after a few months residence, and function quite well in a French-speaking community.

In cases where the number of applications exceeds the number of places available at a school, a lottery would be held at a predetermined and advertised date, if required. In all other cases, students will be placed in the program, provided all required documentation is in order.

Parents looking for additional information can contact one of the schools offering the program, and are strongly encouraged to attend the information session at the school offering the program in their area. The schools and contact numbers are listed on the schedule posted on the board website.

2016-17 Kindergarten Registration

Dufferin-Peel Catholic schools hold Kindergarten Registration in January 2016


Kindergarten registration for the 2016-17 school year, will be held at all Dufferin-Peel Catholic elementary schools on January 25* from 7:00 p.m. - 9:00 p.m. and January 27, 28, 29 from 9:00 a.m. - 3:00 p.m. *A snow date has been designated on January 26 from 7:00  p.m. – 9:00 p.m.

Dufferin-Peel offers the full-day Kindergarten program in all 123 Catholic elementary schools in Mississauga, Brampton, Caledon, Bolton and Orangeville. Registration materials will be available on the board website and in our schools in January. Parents/guardians are to register their child in person at their designated Catholic school. To inquire about home school locations/boundary areas, please contact the Planning Department at 905-890-0708 ext. 24440.

The following documents are required for registration: 

  • proof of age of the child (birth certificate or passport)
  • Original Roman Catholic baptismal certificate (for child and/or parent/guardian) or baptismal certificate from an Eastern Church in full communion with the Holy See of Rome. If the child has not been baptized, and the parent/guardian is a baptized Roman Catholic or has been baptized in an Eastern Church in full communion with the Holy See of Rome, the parent/guardian must bring their own baptismal certificate.
  • updated immunization records (Immunization Card, Peel Health Form or Letter of Exemption) 
  • proof of Canadian citizenship (Birth Certificate/Passport) or permanent resident status
  • proof of home address (two of the following: property tax bill, current utility bill, real estate document or Government of Canada issued forms) 
  • emergency rural address numbers for identifying your property, if applicable (residents of Caledon and Dufferin County) 
  • proof of English Separate School Support (may be done at the time of registration by completing an Application For the Direction of School Support and/or a Separate School Lease Agreement available at the school)


Admissions are open to Catholic children and children of Catholic parents. Kindergarten students must be at least 4 years of age by December 31, 2016.

DPCDSB Superintendent named Executive Director of OCSTA

Dufferin-Peel Superintendent Named Executive Director of the Ontario Catholic School Trustees Association (OCSTA)


Nick Milanetti, Superintendent of Human Resources at the Dufferin-Peel Catholic District School Board, will retire from his position at the board to become Executive Director of the Ontario Catholic School Trustees Association (OCSTA). He assumes his new position on August 1.

Mr. Milanetti began his career at Dufferin-Peel during the 1983-84 school year. He taught, held SERT positions and served as a family of schools consultant until 1993 when he was appointed vice principal. He assumed progressively responsible leadership positions over the next 22 years, serving as acting principal and principal, until his appointment as Superintendent of the Mississauga South family of schools in 2005.  He has served as Superintendent of Human Resources since 2009.

As Executive Director of OCSTA, Mr. Milanetti will be responsible for developing and implementing the organization’s advocacy initiatives on behalf of Catholic education in Ontario in collaboration with the OCSTA Board of Directors and the Catholic school boards, ensuring positive and engaging relationships with Ontario’s Catholic school boards in the work of OCSTA, communicating and liaising with aligned organizations and institutions, and managing the day-to-day operations and affairs of OCSTA within Board policies and directions.

“We thank Nick for his years of service with Dufferin-Peel and are very pleased that he will continue his career in Catholic education,” said Mario Pascucci, board chair. “Trustees look forward to working with him at the provincial level in his new role at OCSTA.”

“Nick has been a key member of the senior management team at Dufferin-Peel for many years and his leadership and experience will be missed,” said John B. Kostoff, Director of Education. On behalf of Executive Council and his colleagues and friends here at Dufferin-Peel, I wish him all the best in this next chapter of his career.”

Dufferin-Peel Catholic District School Board and OECTA Secondary Teachers reach tentative local collective agreement


The Dufferin-Peel Catholic District School Board and the Ontario English Catholic Teachers Association – Dufferin-Peel Secondary Unit (OECTA-DPSU) have reached a tentative local Collective Agreement, pending ratification by both parties.
Local negotiations and the ratification process are governed by the new two tiered bargaining structure outlined in the School Boards Collective Bargaining Act, 2014.

The three-year agreement, September 1, 2014 to August 31, 2017 is in accordance with the ratified terms of the central agreement “Memorandum of Settlement between OECTA AND OCSTA, and as agreed to by the Crown, dated August 25, 2015.”

OECTA-DPSU represents 2,210 secondary school teachers.

The Dufferin-Peel Catholic District School Board is one of the largest school boards in Ontario with approximately 83,000 students in 149 schools located throughout Mississauga, Brampton, Caledon and Orangeville. Dufferin-Peel Catholic students continue high level of performance in Grade 9 EQAO mathematic assessments


Results from the 2014-2015 Education Quality and Accountability Office’s (EQAO) Grade 9 assessments of mathematics indicate that Dufferin-Peel Catholic District School Board students continue to demonstrate high levels of performance at both the academic and applied levels of study. The percentage of Dufferin-Peel students achieving at, or above, the provincial standard (Levels 3 or 4) in Grade 9 mathematics highlights the on-going historical success of Dufferin-Peel students in this important subject area. Results from the 2014-2015 mathematics assessments were relatively consistent with last year’s high achievement levels among students in both the academic and applied mathematics programs.

“Dufferin-Peel Catholic schools foster a climate of academic excellence and our EQAO results are but one reflection of that climate.” said John Kostoff, Director of Education. “We look upon these latest positive results with a sense of pride and accomplishment but we know, as well, that we still have much work to do as a system, to further improve student learning, achievement and well-being among all learners.” 

“Dufferin-Peel’s EQAO success is one of many indicators that our students are achieving,” said Mario Pascucci, Chair of the Board. “We will, however, review our supports as we move forward in a strategic manner striving, as always, for continuous improvement in all areas.”

The EQAO assessments of Grade 9 mathematics provide an indication of each student’s achievement in mathematics. The 2014-2015 assessment results report on two groups of students: those taking academic mathematics and those taking applied mathematics. The results for students on the Grade 9 assessments of mathematics in Dufferin-Peel are shown below. Please note that no provincial data are available from EQAO for 2014-2015.

“We will now proceed to analyze these results in greater detail,” said Sheila McWatters, Associate Director-Instructional Services. “Insight gained through analysis will enable us to provide better support to schools, parents and students to ensure even higher levels of achievement as we move forward.”

Each school has its own plan to support mathematics, which will be reviewed in the context of the test results, to improve students’ mathematics skills across all subject areas. Inherent in school plans are strategies to assist all students, including remediation for those who did not meet the provincial standard in Grade 9 mathematics.

In this regard, the Education Quality and Accountability Office (EQAO) recognizes and profiles schools across the province that are using provincial assessment results to support their improvement planning. “We are very pleased that St. Edmund Campion Secondary School in Brampton has been recognized for its success in this regard and is one of the select schools from across the province featured on the EQAO website, www.eqao.com.” noted Sheila McWatters.

“I would like to thank all those whose hard work and collaborative efforts - teachers and support staff, administrators, trustees, parents/guardians and students  - allows us as a board, to continuously meet or exceed provincial standards,” said John B. Kostoff. “It is one of the factors that makes Dufferin-Peel one of the leading school boards in Ontario.”

Bullying Awareness and Prevention Week

Student-produced posters and minute of silence featured as part of Bullying Awareness and Prevention Week in Dufferin-Peel Catholic Schools


Bullying Awareness and Prevention Week in Ontario schools runs from November 15-21 and the Dufferin-Peel Catholic School Board and its 149 schools have planned a wide range of events, activities and actions to highlight greater awareness of, and, to promote a culture of care, respect and inclusion for all through efforts to eliminate bullying.

As part of Bullying Awareness and Prevention Week, a wide range of board-level initiatives and school events and activities are taking place. These include:

  • Minute of Silence: On Monday, November 16, at 10:00 a.m., all Dufferin-Peel students and staff will join together in one minute of silence in recognition of all victims of bullying, including bystanders.

  • Poster Campaign:  A series of posters created by Dufferin-Peel students is being distributed to all schools. Each poster incorporates the header, “Stand Up! Against Bullying”, as well as, “Let us allow God to fill our hearts with his goodness and mercy.” (Pope Francis). The posters can be viewed on the board website

  • Online Reporting Tool:  The board began a pilot project with secondary and select elementary schools last year which allowed for the anonymous reporting by students and others of bullying incidents and negative behaviours impacting the school community. The online reporting tool is now available board-wide.

  • Bullying Prevention and Awareness Faith Resource Package: A resource package containing prayers, reflections and a liturgy has been distributed to all Dufferin-Peel schools. This will aid in increasing bullying awareness with a focus on creating a Catholic community of culture and caring.


“We recognize the impact that bullying has on individuals, families and communities,” said John Kostoff, director of education. “Dufferin-Peel schools work hard to nurture and maintain a culture of care, respect and inclusion for all. Bullying Awareness and Prevention Week gives us another platform in which to promote positive messages, not only to our students, but beyond the walls of our schools as well.”

In addition to the above board initiatives, anti-bullying focussed events, activities and actions are taking place at all Dufferin-Peel schools. These events are posted on the board website.

French Immersion Information Meetings

Dufferin-Peel Catholic District School Board to Hold Public Information Meetings for 2016-2017 French Immersion Program

The Dufferin-Peel Catholic District School Board will hold a series of public information meetings in Mississauga and Brampton for parents and guardians interested in enrolling their children in the board’s French Immersion Program for the 2016-2017 school year. The information sessions are intended to provide parents and guardians with an overview of our French Immersion Program, the criteria for admittance, and changes that can be expected from the regular program.

Dufferin-Peel offers the French Immersion Program starting in Grade 1 at eight school sites. Students registered in this program will spend 90% of their day learning in the French language. All subjects and activities in the French Immersion classroom, except for Religion and Family Life, will be delivered in French. In Grades 2 and 3, 70% of the instruction will be in French, with the proportion of English increasing to 50% in later years.

Students in the French Immersion Program usually attain a mid-range level of competency in the language.  This means that after at least 4,510 hours of French instruction during his/her school career, the student should be able to read newspapers and books, with the occasional help of a dictionary, as well as watch and understand radio and television news and other programs. The student should also be able to participate adequately in conversation, demonstrate knowledge of the culture, society, customs, economy, government, institutions of a French-speaking community and, after a few months’ residence, and function quite well in a French-speaking community.

Online registration will begin following the French Immersion parent information sessions with the deadline for submissions to be announced.  Should the number of applications exceed the number of spaces available, a centralized, computer-generated lottery will be held following the deadline.

Dufferin-Peel Catholic Secondary Schools to Hold Public Information Sessions for Grade 8 students and parents


The Dufferin-Peel Catholic District School Board will hold a series of public information sessions for Grade 8 students and their parents/guardians interested in enrolling in a Dufferin-Peel Catholic secondary school for the 2016-17 school year.

“Our secondary information sessions are intended to provide parents and guardians with an overview of the programs and services offered at Dufferin-Peel secondary schools,” said Joanna Boudreau, Principal of Secondary Program and Student Success. “These sessions also provide Grade 8 students with an opportunity to tour the school and talk to current students about the transition into high school.”

Currently, Dufferin-Peel operates 26 Catholic secondary schools in Mississauga, Brampton, Bolton and Caledon. These schools continue to be recognized among the top performing schools in the province each year. With over 49 Specialist High Skills Major programs, three regional Arts Programs, one regional Sports Program, two International Baccalaureate Programs, two regional Advanced Placement programs, Extended French and Career Path programs, and the only publically funded All-Girls secondary school in the region, Dufferin-Peel Catholic schools offer students a variety of learning options to suit their individual education goals.

France 2016 Summer Program

Dufferin-Peel Catholic board offers opportunity to travel to France while earning secondary credits


Secondary school students are invited to participate in a three-week earning experience that combines the sights and sounds of France, with courses that count towards secondary French language credits. France 2016, a program organized by the Global Learning Institute (a facet of Adult and Continuing Education at the Dufferin-Peel Catholic District School Board responsible for International Studies) in collaboration with Temple Tours Inc., will take students to the following cities: Paris, Tours, St. Malo, Normandy, Rouen, Vimy, Brussels and Bruges. France 2016 is open to DPCDSB students who will have completed Grade 10 by June.

St. Alfred Elementary School receives the Premier's Award for Accepting Schools
for breaking ground in student engagement


On May 25, the Ministry of Education announced that St. Alfred Elementary School in Mississauga was chosen as a recipient of the 2014-2015 Premier’s Award for Accepting Schools.

The Premier's Awards for Accepting Schools are awarded annually and recognize schools that have demonstrated initiative, creativity and leadership in promoting a safe, inclusive and accepting school climate.

St. Alfred Elementary School is being recognized for their exceptional and innovative work being done in student engagement. Supporting all students – physically, spiritually, emotionally and socially – is vital to improving the health, safety, well-being and overall engagement at St. Alfred. Using the school's Catholic virtues as a foundation, they built a positive school climate through the following activities:

  • The “Caught You Caring” bullying prevention campaign: Throughout the school year, students who exemplify positive behaviour are rewarded with a ballot for a draw to be acknowledged for their actions with announcements and congratulatory certificates.

  • Ecological initiatives to promote students' environmental stewardship: The Eco-Eagles Ecology Team, composing of Grade 4-8 students, organized waste reduction campaigns, recycling drives and gardening projects, and collaborated with several community partners to plan events for Earth Hour.

  • Initiatives to promote healthy eating and physical activity: The school's Health and Wellness Committee led monthly events, encouraging students to walk to school and promoting the benefits of eating vegetables, whole grains and dairy products. They also opened a travelling tuck shop with healthy snacks and organized an annual school/community aerobathon.


St. Alfred principal Lori DeWitte has seen the fruits of her school’s labour. The Eco Gold-certified school has increased its waste diversion from 27 to 47 per cent, and fostered partnerships to successfully host parent workshops and a variety of co-curricular student activities. An anonymous bullying awareness survey conducted online found that 92 per cent of students felt safe at school, and feedback from parents and community partners suggests that they find the school welcoming and engaging.

“We are thrilled to be recognized for our efforts in creating a welcoming and accepting school environment that meets the needs of our diverse community,” said Lori DeWitte. “Our motto is Every child, a promise.”
St. Alfred School’s local MPP will present the award during a presentation to be scheduled at a later date.
